Abstract
Devonshire's model of a rigid dumb-bell subjected to a potential of octahedral symmetry is extended toC 2v rotors. As a practical example the low-lying energy states of NO −2 in KCl are evaluated and the allowed dipole transitions are compared with the experimental rotation-vibration spectrum at 15 °K.
