Abstract
Day care licensing regulations are being eroded. State regulations are changing as the staff who oversee licensing at the state and local levels are cut and/or given responsibilities in addition to licensing. Nearly half the states are considering registration of day care homes. As part of Child Watch: Looking Out For America's Children, current licensing standards were examined and licensing offices of all states were queried concerning changes since 1980. The responses of 49 licensing offices are summarized. Professional assessment, as proposed by the National Association for the Education of Young Children, is suggested as an addition to licensing or registration.
