  1. 1.

    The demand for petroleum products is subject to great fluctuations during different seasons. The schemes for oil refining, designed to give a constant output of petroleum products throughout the year, do not correspond to the seasonal demand levels.

  2. 2.

    The oil refining industry of the Soviet Union is capable of completely satisfying the seasonal demand for petroleum products provided that the operation of the plants is made more flexible by being equipped with additional capacities for secondary processing operations, for example, coking.

  3. 3.

    The importance of this problem demands that special studies be carried out immediately to determine ways and means for increasing the flexibility of operation of the refineries in accordance with the concrete conditions of the various economic regions.
