Counseling and advisory service for adult learners: An Open University perspective

Abstract

The nature of counselling and advisory services which the Open University offers its students and applicants is dictated by the fact that its students are learning at a distance, are adults, and are not engaged in full-time study. In addition, a policy of open entry means that while some students come from a background of higher education, others have few or no previous qualifications. These factors require the University to try to provide an individual service to its applicants and students whenever possible. In pursuit of this aim students are allocated to Tutor-Counsellors, part-time staff who are locally based and who have a continuing responsibility for the progress of individual students from their initial registration until graduation. These Tutor-Counsellors play a considerable part in determining the extent, nature, and timing of the resources with which the university can support an individual student. Tuition for higher level specialist courses is normally provided by tutors at a greater distance, with the Tutor-Counsellors continuing to provide local generalist support. The Open University has set up a regional infra-structure of full-time academic and administrative staff for the support, briefing, supervision, and organization of this local network of part-time staff.

La nature des services d'orientation et de consultation qu'offre l'Université Ouverte à ses étudiants et candidats est dictée par le fait que ses étudiants apprennent à distance, sont des adultes et ne sont pas engagés dans des études à plein temps. De plus, une politique d'entrée libre signifie que, tandis que certains étudiants s'appuient sur un arrière-plan d'enseignement supérieur, d'autres ont peu ou pas de qualifications antérieures. Ces facteurs exigent de l'université qu'elle essaie de fournir un service individuel à ses candidats et étudiants, chaque fois que cela est possible. Dans la poursuite de ce but, les étudiants sont confiés à des conseillers-directeurs d'études, à du personnel à temps partiel, établis localement et responsables de manière continue du progrès des étudiants considérés individuellement, depuis leur inscription initiale jusqu'à l'obtention d'un diplôme. Ces conseillers-directeurs d'études jouent un rôle considérable pour ce qui est de la détermination de l'ampleur, de la nature et de la répartition horaire des ressources dont l'université peut disposer pour soutenir un étudiant individuel. L'enseignement des cours de spécialistes d'un plus haut niveau est normalement donné par des directeurs d'études plus éloignés, avec le concours des conseillers-directeurs d'études continuant à donner un appui général local. L'Université Ouverte a mis au point une infrastructure régionale de personnel académique et administratif à plein temps, qui soutient, donne des directives, supervise et organise ce réseau local de personnel à temps partiel.

Die Eigenart der Beratungsdienste der Offenen Universität ist dadurch bestimmt, dass ihre Studenten fernlernen, erwachsen sind und ihr Studium nicht vollzeitlich betreiben. Ferner bedeutet der Grundsatz des offenen Zugangs, dass einige Studenten schon höhere Bildung besitzen, während andere keine oder nur wenig Vorbildung haben. Aus diesen Gründen versucht die Offene Universität, ihre Studenten und Bewerber so weit wie möglich individuell zu beraten. Die Studenten werden daher Tutoren/Beratern zugeteilt, die teilzeitlich tätig, für die betreffende Gegend zuständig und fortlaufend für den Fortschritt einzelner Studenten, vom Eintreitt bis zum Abschluss, verantwortlich sind. Diese Tutoren/Berater spielen eine erhebliche Rolle bei der Festsetzung des Umfangs, der Art und Dauer der Mittel, mit denen die Universität einen einzelnen Studenten unterstützen kann. Unterricht für die oberen, spezialisierten Kurse wird gewöhnlich von entfernteren Tutoren erteilt, wobei die örtlichen Tutoren/Berater weiterhin allgemeine Hilfe am Ort leisten. Zur Unterstützung, Anleitung, Überwachung und Organisation dieses Netzes von örtlichem Teilzeitpersonal hat die Offene Universität eine regionale Infrastruktur von vollzeitlich tätigem akademischen und Verwaltungspersonal aufgebaut.
