Abstract
The Biden administration’s China policy confronts a dilemma. Although Joe Biden’s foreign policy aims to reverse the policies of Donald Trump, he cannot return to the strategy of liberal engagement preferred by U.S. presidents prior to Trump. But the Biden administration will find it difficult as well to move beyond the Trump administration’s less coherent China policy and mobilize U.S. allies and the U.S. business community for ideological and economic competition with China. Unless China undertakes military aggression, Biden’s China policy will be politically reactive rather than strategically coherent.
