Zusammenfassung
Steuermoral wird in der Literatur sehr unterschiedlich definiert. Gemeint ist damit entweder das Verhalten der Steuerzahler (Steuerhinterziehung und ‐umgehung), ihre Einstellungen zum Steuerzahlen, den Steuerbehörden und dem Steuersystem oder die Kombination aus Einstellungen und Verhalten. Während Steuerhinterziehung eindeutig gegen Gesetze verstößt, werden bei Steuerumgehung Grauzonen der Gesetzgebung kreativ ausgenutzt. Daher ist Steuerumgehung auch meistens nicht strafbar. Das Verhalten der Steuerzahler wird von ihren Einstellungen beeinflusst. Die Einstellungen zeigen sich außerdem in den Emotionen, den Meinungen und den Urteilen der Steuerzahler. Zum Beispiel wird Steuerhinterziehung meist als Kavaliersdelikt und das Steuersystem als zu komplex wahrgenommen.
