Challenges in the Implementation of the 2030 Agenda at the Local Scale. The Case Study of the Municipal Masterplan of Cagliari

Abstract

The 2030 Agenda for Sustainable Development urges policy shift from a sectoral approach to a holistic one, which considers the interconnections among the economic, social and environmental dimensions of sustainable development and calls for integrated solutions. The Agenda identifies 17 Sustainable Development Goals, which are scaled at the national and regional level through the National Strategy for Sustainable Development and the Regional Strategy for Sustainable Development. This paper suggests a new methodological approach to advance the Sustainable Development Goals at the local level, by illustrating the procedure developed for the definition of the Preliminary environmental report of the Strategic environmental assessment of the Preliminary municipal masterplan of Cagliari, which localize the Sardinian Regional Strategy of Sustainable Development. The proposed methodology adopts the structure of the logical framework in order to provide a complete hierarchical relation among the objectives and the actions of the Preliminary municipal masterplan. The logical framework is articulated into four phases: the definition of the sustainability-oriented objectives, the analysis of policy consistency and coherence, the definition of the specific objectives and the definition of the actions. This contribution is centered on this last step and on the subsequent monitoring phase. In particular, impacts of the actions on the achievement of the sustainability-oriented objectives are assessed. In case they are found to be potentially negative, alternatives are provided. The monitoring system is constituted by a series of indicators that allow for the numerical measurement of a phenomenon in order to promptly identify negative impacts and take the appropriate corrective measures. The assessment of the actions is a key element in the definition of urban and regional plans, that allows for the development of special processes coherent with the Regional Strategy for Sustainable Development and able to contribute to the achievement of the Sustainable Development Goals. The proposed methodology is easily exportable in other Italian regional contexts and constitutes a fundamental reference framework for the integration of the Regional Strategy for Sustainable Development into the Strategic Environmental Assessment processes of territorial plans.
