Voluntary-Public Sector Co-production in Denmark: Why Differences Between Welfare Areas?

Abstract

The majority of municipal institutions in Denmark have some form of collective co-production with associations, but the scope varies considerably across welfare areas. While nine out of ten elementary schools and social help institutions collaborate, this applies to much fewer institutions for health promotion and institutions for childcare. The purpose of this chapter is to explain these differences. The analysis is based on historical studies, interviews and surveys of municipal institutions and associations. The theoretical framework is three approaches of new-institutional theory which provide useful explanations for these differences. In both the elementary school area and social help area, there is a stronger supportive framework for collective co-production, the attitude towards collaboration is more positive and there is a longer tradition of collaboration than in the other two welfare areas.
