Agenda 21 was a document adopted at the World Conference on Environment and Development in Rio de Janeiro in 1992 that incorporated environmental, economic, and social concerns into a single policy framework. It was a legally non-binding effort to encourage development while protecting the environment. It was a blueprint for a landmark achievement in promoting a global sustainable development plan.
