This is a certificate, i.e. a message digitally signed by some recognized Trusted Third Party, the content of which ties certain attributes to an ID, i.e. a user-ID. In the wake of the first PKI-euphoria (see Public Key Infrastructure), it was anticipated that there would be a great need for attribute certificates, and we may still come to see useful realizations of this concept. The original idea goes back to an early European project on PKI, where attribute certificates were introduced to represent e.g. power of attorney, executive rights etc., information which currently is stored as official information on registered companies.
