Interbeoordelaarsovereenstemming bij gestructureerd beslissen over kindermishandeling

Samenvatting

Gestructureerde besluitvorming wordt beschouwd als een mogelijke oplossing voor de grote subjectiviteit in beoordelingen en beslissingen over kinderen in een (potentieel) onveilige opvoedingssituatie. In deze vignetstudie is onderzocht in hoeverre een werkwijze voor gestructureerde besluitvorming, orba, leidt tot meer overeenstemming tussen medewerkers van Advies- en Meldpunten Kindermishandeling (amk). Daarvoor zijn verschillen tussen veertig beginnende en veertig ervaren amk-medewerkers onderzocht. Over het geheel genomen bleek de overeenstemming laag te zijn, hoewel die over oordelen beter was dan over beslissingen. Ervaren medewerkers waren het over een aantal oordelen en beslissingen vaker eens dan beginnende medewerkers (bijvoorbeeld aanwezigheid van kindermishandeling), maar niet over alle (beslissing om melding in onderzoek te nemen). Er is geen overtuigend bewijs dat gestructureerde besluitvorming leidt tot meer overeenstemming. We geven aanbevelingen voor verbetering van de uniformiteit in de besluitvorming en voor verder onderzoek.
