Abstract
Variations in the bearing capacity of permafrost beds beneath engineering structures in the course of natural-historical evolution of the natural setting are evaluated, and recommendations are given for accounting for these variations in design. The paper is written on the basis of results of studies financed by the Russian Fund for Fundamental Research (Project No. 94-05-16195-a).
