Zakupnev, Zakhar Alexandrovich (1890–1938) – Russian flag officer second rank and commander of the Northern Flotilla (1933–1935). He worked in Rostov in railway workshops and then as a bricklayer in the Voronezh region. In 1911 he began his service as sailor in Training Artillery Detachment of the Baltic Fleet. In 1912 Z. was retained in the gunners training squad on the training ship Imperator Aleksandr II (since 1917 Zarya Svobody). In 1914 he graduated from the school of petty officers and was sent to the Abo-Aland artillery fortifications to place the coastal defense artillery in operational readiness. In 1915 Z. was arrested for his revolutionary activities. In 1916 being demoted to the rank of sailor, Z. underwent further service in the Abo-Aland (now Turku) artillery position.
