Abstract

There was more dividing than uniting Europe’s High North during the post-war years. The borderlines and territorial delineations remained quite strict leaving little, if any, room for subregional entities to challenge the prevailing order. However, with end of the Cold War, the door was opened for much more flexible arrangements.
