Abstract
This article describes the evolution of HealthChoices, a managed mental health program in Philadelphia. This program seeks to maintain the strengths of the existing community-based system of services while implementing the state's mandate. Also discussed are the state-city relationship in regard to the program, as well as the future effects of a managed care approach to the delivery of health services to public sector clients.
