Abstract
Creating a site that is of universal benefit to its users is a far more complex task than most new (and some experienced) web practitioners1 realize. Although it may be straightforward to code HTML pages, creating an effective site requires practitioners to follow practices, such as user-centered design or guideline application. In this chapter, we discuss the web site design and development process and the incorporation of usability engineering into it. We describe several studies of web practitioners that were aimed at understanding the steps that they take to ensure that their sites are universally beneficial, including following a user-centered design process, using design guidelines,2 and using automated evaluation tools. We also surmise the effect of these work practices on the current state of the Web.

Web design guidelines are recommendations, heuristics, or criteria that prescribe design choices at many levels from the overall design approach to specific interface details (e.g., font sizes or color combinations to use). They can be determined from empirical studies (e.g., [Bernard et al., 2001; Bernard and Mills, 2000; Boyarski et al., 1998; Larson and Czerwinski, 1998]) or from the experiences of experts in practice (e.g., [Nielsen, 2000; Spool et al., 1999]). They can also arise from broader efforts lead by standardization committees or organizations like the World Wide Web Consortium (e.g., [World Wide Web Consortium, 2001c]) or the International Organisation for Standardisation (e.g., [International Organisation for Standardisation, 2002]).
