Abstract
East-West technology transfer has taken on a new urgency in the wake of recent dramatic changes in the former Soviet Union that have led to the emergence of a new Commonwealth of Independent States (CIS). The key element in this transformation is the decentralization of political power and the resulting primacy of the states in the process of technology transfer. This remarkable development has provided a singular opportunity to put technology to work to help achieve accelerated growth and structural change in the economies of the former Soviet republics. This chapter attempts to explore against this background the crucial role of technology transfer from the United States to the independent states of the Commonwealth in achieving these objectives. The focus of the discussion is on the mining sector.
