Abstract
This chapter points out the role of the various institutions involved in the financing of Science and Hi-Tech. The emphasis is on their impact upon management and upon national policy. The role of Venture Capital, Charitable Foundations, and R&D funding by government agencies is the focus.

In the European Union, the resources are controlled by local, regional and national governments. This results in diverse priorities, designed to serve a wide range of interests.

The largely successful effort on the part of Germany in the 1960’s to jump-start a high tech effort through a broad and far-reaching government program could not be sustained without an effective Venture Capital Industry required to turn such R & D into innovative products and services (Thomas 2005).
