Abstract
Major national interest in the prevention and remediation of mental retardation developed in the 1950s. In 1961 the interest accelerated when President Kennedy appointed the President’s Panel on Mental Retardation to assess the problem of retardation and propose policies and programs for meeting it. One year later the panel presented to the President “A Proposed Program for National Action to Combat Mental Retardation,” which listed 95 recommendations for action.
