Abstract
In science as in human affairs more generally, we seem more at home scurrying about undoing the consequences of our own folly than preventing problems in the first place. In the case of developmental disorders, this proclivity is especially evident. That a national initiative to prevent behavioral and emotional disorders among children with retardation and related developmental disorders is long overdue is abundantly clear. However, in planning prevention strategies, it is important that we begin by considering what it is we are trying to prevent or treat.
