Criteria for Training Policy in the Informal Sector: Demands and Challenges in Latin America

The concepts ‘literacy’ and ‘schooling’ raise a number of questions concerning their relative importance, ranging from what is understood by literacy and schooling to what their purpose is in today’s world and what their relationship is to the labour market. What are the benefits of schooling? To what extent does school prepare one for life? What are the implications of not being schooled or literate in this modern world? Schools are supposed to impart a variety of basic skills that will allow individuals to function adequately, both socially and in the market place. To what extent have schools accomplished this? These are some of the questions addressed in this chapter on educational and training issues in the Latin American context.
