Abstract
This chapter outlines the background to policy and practice in relation to learners of English as an additional language in England. It examines the ways in which mainstream educational policy and practice have attempted to adapt in recognizing that linguistic diversity is the norm rather than the exception in modern British society. Policy and practice for meeting the varied and specific needs of second language learners are set in the context of the introduction of a national curriculum, a focus on literacy, and of developing national processes of monitoring and target setting for raising the attainment of all students.
