Abstract
In this chapter, I would like to discuss recent changes in local cultural policy in Japan. These changes have taken place within the context of administrative structural reforms that have progressed in a rapid manner since 2000. I will analyze two particular reforms that have greatly affected the cultural sector in the country. The first would be the Basic Law for Promotion of Culture and Arts (BLPCA), and the second would be the ‘Designated Manager System,’ a new policy that was introduced to reform the management of public facilities under local government authority. My observations are based on field research that I have conducted with local government authorities, which is discussed in this chapter.1 I will argue that these two reforms have caused a shift in the way in which local cultural policy in Japan is practiced, moving it from a top-down bureaucratic system to one that now actively seeks to include local residents in the decision-making process.
