Abstract
The food safety sector provides a very good illustration of the expertise pattern. It is characterised by a significant amount of implementing competences delegated to the Commission and the creation of expert committees in order to assist the Commission in drafting scientific regulation. With the food scares in the 1990s, the committee system underwent serious questioning and critics. To improve the system and answer the critics, the Commission first reinforced the committee system and, in a second stage, made a radical move by replacing it by an EU agency, the European Food Safety Authority (EFSA). This evolution is structured in four steps and the chapter ends with an analysis of the findings in light of the conjectures exposed in Chapter 2.
