Abstract
This chapter looks into the local conditions that determines China’s geography of industrial environmental performance. It demonstrates a trend of industrial concentration and a coastal-inland division of the concentration level. Traditional industries account for a larger proportion in the inland regions, whose eco-environmental conditions are inherently fragile. Their dependence on traditional industries aggravates the already poor environmental performance. Empirical evidence further reveals that the coastal regions have witnessed a remarkable improvement in pollution intensity, although there is little reduction in pollution emissions. However, most inland regions exhibit neither obvious decline in quantity terms nor significant improvement in efficiency terms. Further investigation points to the fact that even the coastal regions represent better environmental performance, there is no strong evidence supporting the decoupling between economic growth and the environment. Confronting the inland-coastal division of industrial development, without efficient environmental regulation, the inland regions would be exposed to a risk of becoming the “pollution haven”.
