Abstract

Balikpapan is classified as a city with rapid growth and development. The speed of development of the city is influenced by the rapid growth of population. The development of this city and rapid population growth demand the need for adequate land. Conditions like this, on the one hand, benefit the economic growth of Balikpapan city but on the other hand affect the carrying capacity and capacity of the environment. This reality demands the city government to be able to better manage and control various aspects related to the environment as a whole. Various development policies compiled in various city development plans must always be matched with environmental conditions, so that environmental and sustainable development can be realized. Every citizen has the right of a good and healthy environment. If environmental conditions are not good and unhealthy, it will cause various problems. That is why we needed good environmental protection and management. This is consistent with the affirmation of Law Number 32 of 2009 concerning Environmental Protection and Management Article 1 Number 2 which states that: “Protection and management of the environment is an integrated systematic effort carried out to preserve environmental functions and prevent pollution and/or environmental damage, which includes planning, utilization, control, maintenance, supervision and law enforcement. In order to support this, it is necessary to carry out environmental management efforts in a sustainable manner, which can provide maximum benefit for human welfare and not cause environmental damage through policies in environmental management”. Balikpapan city government already made various efforts which are supported by the public and the private sectors in this city. Broadly speaking, these efforts are directed to realize the condition of clean land, clean water, clean air and sufficient land cover.
