Abstract
The primary purpose of innovation in the reform of the college system and the operating mechanism is to establish and perfect the corporate governance structure of public universities, which is also an important component of establishing a modern university system with Chinese characteristics. Promoting the modernization of the governance system with the charter at its core is the defining characteristic of the modern university system with Chinese characteristics, requiring the coordination of the relationship between academic power and administrative power.
