Abstract
Students with learning, physical, mental, and emotional disabilities went for the better part of the 20th century without services. However federal mandates such as Individuals with Disabilities Education Improvement Act (IDEA) served dramatically to change the landscape in governing programs and services for students requiring special education and related services (Bartlett, Etscheidt, & Weisenstein, 2007).
