Abstract
Often there is no exhaustive definitive formula for strategising problems because of the complexity of the causal interconnections; therefore, there is no definite stopping point when a problem is solved, i.e., such a thing as the one and only strictly objective problem solution does not exist (for an outline of planning dilemmas, see Rittel & Webber, 1973).
