Abstract
What competences do citizens need in order to contribute to a healthy democracy? This is a problematic question that has challenged governments, policy makers, researchers and many others for decades. In the context of modern Europe the question is even more challenging as Europeans nations seek to forge an effective, broad based, unified democracy across countries with different languages, cultures and historical enmities.
