Abstract

In this paper, I am speaking for myself alone. No other judge could be expected to agree with everything I say, although I should be surprised if every judge did not agree with much of what I say. Having lodged this caveat, it will be possible to be briefer, and to speak with less qualification than might otherwise have been expected.
