Abstract
During last decades, under the thrust of democratization processes in Southern Europe and Latin America, earlier, and in Eastern Europe and other areas of the world, later, the problem of what is a “good democracy” became a crucial one for all political élites of those countries. Actually, the form this problem took was “what is a good constitutional design”. But to really understand what kind of constitutional design and connected democracy there are, the implementation of those designs has to be closely explored. Implementation is, moreover, one of the key institutional aspects in the multifaceted process of democratic consolidation in all considered countries (see Morlino 1998a).
