Abstract
It would be an impossible task to give in a short paper an adequate summary of what the colloquium papers call “the Revell Report”.1 What I must do instead is to pick out certain salient points that will be useful in the discussion that is to take place around the Report. I also want to indicate some change of emphasis in certain areas to which I have been led by discussion and my own research into one banking system, that of Spain, since the final text was agreed over a year ago.
