Abstract
Russia’s economic transition since the beginning of 1992 has resulted in profound changes. Measures to reform the economy and efforts to attain financial stability are a major focus of attention worldwide, not least from international financial institutions such as the IMF. Understandably, most of that attention is being directed at Moscow or at the large revenue-generating sectors of the economy such as the oil and gas industries.
