Abstract
The protection of environment, including efforts to preserve ecological equilibrium in the Arctic, is an integral part of the stable development process providing for the achievement of a reasonable balance of social and economic development of the humanity and environment preservation, as well as sharp reduction of economic disparity between developed and developing countries by both technological progress and rationalization of consumption.
