Abstract

When developing the project of an autonomous area statute, as well as of any other subject of federation, the most important question is that concerning realization of the principle of division of power. Unfortunately, in practice this principle is either interpreted as a mutual opposition of power spheres’, or absolutely ignored. In particular, in one of the projects of autonomous area statutes worked out by Zakonodatelny Suglan of Evenkia (legislative body of Evenkia) the division of spheres of the use of state power is not even mentioned.
