Filmpiraterie ist ein vergleichsweise neues Phänomen.2 Das Zusammentreffen verschiedener technologischer Entwicklungen in den Bereichen Komprimierungsverfahren, breitbandige Internetanschlüsse und Speichermedien hat sie ermöglicht.3

Dies gilt für die heute zu beobachtenden digitalen Erscheinungsformen und im Vergleich zur Software- und Musikpiraterie. Für die Unterscheidung zwischen Filmpiraterie der ersten und zweiten Generation sowie eine historische Einordnung siehe Kapitel 2.4.1 und 2.4.2.
