Stauexternalitäten können bei der Inanspruchnahme von Infrastrukturen sämtlicher Verkehrsträger wie Flughäfen, Schienentrassen, Häfen und Straßen anfallen. Die verkehrsökonomische Literatur hat sich am intensivsten mit dem Problem der Stauexternalitäten auf Straßen beschäftigt. Im Folgenden soll daher zunächst das Stauproblem auf einer Autobahnstrecke betrachtet werden.
