Abstract
During evolution of any sector of civilization quality becomes important after the initial steps, that are initiation and growth. The request for quality resides in the contrasts of benefits, risks and limited resources. Health care is currently in a stage of consolidation where quality becomes an important consideration. The purpose of this alternative view is to relate some general principles of risk and quality to the health care sector.
