Zusammenfassung
Drei stilisierte Fakten sollen das Problem umreißen, mit dem ich mich im Folgenden auseinandersetze: Erstens führt die Projektion der Trendlinien zu der Annahme, dass Frauen in Europa etwa im Jahre 2015 die gleiche Erwerbsquote wie Männer haben werden. Diese Annahme gilt als ziemlich gesichert, da das Engagement der Frauen am Arbeitsmarkt in den letzten 40 Jahren fast linear zugenommen hat. Wieso sollte man sich daher Gedanken über die Gleichstellung der Geschlechter am Arbeitsmarkt machen? Die Antwort liegt auf der Hand und führt mich zu dem zweiten Fakt, der Persistenz der geschlechterspezifischen Diskrepanz in der Qualität der Beschäftigung. Ein aussagekräftiges Beispiel ist die geringe Repräsentation von Frauen in den oberen Rängen der Universitätshierarchie und die Konzentration von Frauen in beruflichen Sphären mit relativ geringer Entlohnung (Tabelle 1). Drittens bestehen diese qualitativen Unterschiede in der Beschäftigung von Frauen und Männern in allen hochindustrialisierten Ländern der Welt und zwar mit relativ geringen Unterschieden zwischen den einzelnen Ländern und kaum Aussicht auf Besserung. So hat sich zum Beispiel der Ungleichheits-Index nach Berufen nicht verbessert und zeigt, dass ca. 50 Prozent der Männer und Frauen ihren Arbeitsplatz wechseln müssten, um die berufliche Gleichstellung zu erreichen. Außerdem verdienen Frauen in der verarbeitenden Industrie im Durchschnitt immer noch nur 75 Prozent des Gehaltes ihrer männlichen Kollegen (Tabelle 2). Es droht sogar ein Rückschlag, denn es liegen einige Beweise vor, dass Erfolge in der Gleichstellung der Geschlechter am Arbeitsmarkt auf Kosten der Einkommensgleichheit gehen und zur sozialen Ausgrenzung führen. In einigen Ländern, insbesondere Großbritannien, Irland und Belgien, kann man gleichzeitig eine Zunahme von Haushalten feststellen, wo jede erwachsene Person arbeitet und von Haushalten mit Kindern, wo keine erwachsene Person erwerbstätig ist (Gregg/Wadsworth 1998).
