Zusammenfassung

Von der französischen Revolution bis zu den 80er Jahren hatte der Zentralstaat die Gemeinden Frankreichs institutionell fest im Griff. Der sprichwörtliche französische Zentralismus galt weithin als von der jakobinischen Ideologie einer uniformen Regel-Verwaltung geprägt und mit bürokratischer Schwerfälligkeit geschlagen. Grundlage der Beziehungen zwischen Staat und Gemeinden war

  • − die Ideologie einer durch den Staat als Inkarnation des Gemeinwohls garantierten Gleichheit der Bürger und ihrer Verwaltung — den Gemeinden wurden Sonderinteressen und damit eine mindere Legitimation zugeschrieben;

  • − die Kontrolle der Gemeinden geschah durch staatliche Bevollmächtigte (Präfekten), die gleichzeitig Exekutive der übergeordneten Gebietseinheiten (Départements) waren. Eine Flut staatlicher Verordnungen und eine Reihe staatlicher Institutionen dienten zusätzlich der Steuerung und Leistungserbringung in den Gemeinden.
