Zusammenfassung
Simulationen, Planspiele und experimentelle Spiele finden in allen Sozialwissenschaften in zunehmendem Maße Beachtung. Wir können die Verbreitung solcher Verfahren auch in der Politischen Wissenschaft beobachten. Simulationen und Spiele werden bereits bei Untersuchungen über Kommunalpolitik, Gesetzgebungsprozesse, Wahlfeldzüge auf regionaler und nationaler Ebene, Meinungsbildung in der Öffentlichkeit, Ablauf politischer Verhandlungen, politische Vorgänge in Entwicklungsländern, das amerikanische Regierungssystem, internationale Beziehungen und Fragen der Abrüstung angewandt. Tatsächlich stehen für internationale Beziehungen oder Wahlen dem Interessenten heute schon vier bis fünf unterschiedliche Modelle zur Verfügung. Viele dieser Techniken werden zu Ausbildungszwecken eingesetzt, andere zur Forschung und einige als Entscheidungshilfen in der Politik.
Eine frühere Fassung dieses Aufsatzes wurde der Konferenz der American Political Science Association in Chicago im September 1964 vorgelegt. Einige Gedanken der gegenwärtigen Fassung verdankt der Autor einer Tagung über „Probleme der Validierung von Simulationen“, die an der Northwestern University im Februar 1965 aufgrund der Förderung durch die Joint War Games Agency und die Advanced Research Projects Agency durchgeführt werden konnte. Der Autor ist besonders Harold Guetzkow, dem Leiter der Tagung, und Abraham Kaplan, der diese Arbeit schriftlich kommentiert hat, zu Dank verpflichtet. Während der Vorbereitung dieses Aufsatzes wurde der Autor durch das Center for International Studies an der Princeton University unterstützt.
