Zusammenfassung
Da das Political-Military Exercise als Lehr- und Forschungsinstrument bei der RANDCorporation und am M.I.T. weitgehend unabhängig von theoretischen Erwägungen entwickelt wurde, hat es in der Literatur keine ausdrückliche Erörterung der Beziehungen zwischen dieser Art Planspiel und den verbalen Theorien über internationale Beziehungen gegeben. An den Spielregeln ist zu ersehen, wie schwierig derartige Diskussionen sind, da es im Gegensatz zu den Vorschriften über das Verhalten der Spielergruppen nur sehr wenige ausdrückliche inhaltliche Einschränkungen gibt und die Kontrollgruppe fast uneingeschränkt handeln kann. Dennoch ist das Political-Military Exercise (PME) nicht tautologisch, d.h. es enthält zumindest implizit Aussagen über die reale Welt der internationalen Politik, die im Prinzip beweisbar oder widerlegbar sind. In den expliziten Regeln, in den Drehbüchern, der Organisation des Spielablaufs und den üblichen Verhaltensweisen von Spielgruppen und Kontrollgruppe sind implizite Aussagen und unbewußte Vorurteile über internationale Beziehungen enthalten, die, einmal isoliert und eindeutig formuliert, mit gegenwärtigen Theorien über internationale Politik verglichen werden können. Zum Teil analog zur Erforschung gegenwärtiger internationaler Beziehungen kann man das PME mit dem Ziel untersuchen, Regelmäßigkeiten in den Erscheinungen und ihren Beziehungen zu entdecken, die theoretischer Aussagen über internationale Beziehungen homomorph zu sein scheinen. Diese „Theorien“ der Spielwelt können als Äquivalent für Theorien über das reale internationale System angesehen werden und mit anderen derartigen Theorien verglichen werden.
Diese Arbeit entstand im Rahmen des ICFA/JWGA/ARPA/NU-Projekts „Simulated Interna-tional Processes“ (Advanced Research Project Agency SD260) an der Northwestern University. Der Autor dankt Harold Guetzkow (Northwestern University) und Lincoln Bloomfield (Massachusetts Institute of Technology) für Rat und Hilfe und besonders Barton Whaley vom M.I.T. für sein Material, das er für eine eigene Arbeit zum gleichen Thema gesammelt hatte, die er aus Zeitgründen nicht fertigstellen konnte.
