Abstract

This section is written in fulfillment of the Asian Development Bank contract for project TA-4363 PRC Support for Reforms in Compulsory Education Financing (SRCEF). The report starts by setting out international classifications of education expenditures, thereby identifying what constitutes non-personnel expenditure (NPE).
