Zusammenfassung

1979 kündigte die Volksrepublik China eine einschneidend neue Politik an, die sich dramatisch auf chinesische Familien auswirken sollte. Infolge der vielen Probleme, die mit der Übervölkerung des Landes zusammenhingen, entschied die chinesische Regierung, eine Obergrenze von einem Kind pro Familie einzurichten und ihre Einhaltung strikt durchzusetzen, insbesondere in der städtischen Bevölkerung. Dieses System ging mit ökonomischen Belohnungen für diejenigen einher, die sich an die neue Regel hielten, und mit finanziellen und sozialen Sanktionen gegen diejenigen, die dagegen verstießen. Auf diese Weise war die Politik sehr wirksam, besonders in Städten. In Shanghai beispielsweise handelte es sich 1985 bei 98 % der Geburten um Erstgeburten; landesweit betrug dieser Anteil 68 % (Poston und Falbo 1990). Nach Schätzungen der chinesischen Regierung hat diese Politik im Jahr 2009 250 bis 300 Mio. Geburten verhindert (Wang und Fong 2009).
