Abstract
Urban development is influenced by a variety of actors as well as by policies in a number of fields influence the development of a city. Much research focuses on local economic policy and on efforts to stimulate growth and investment. Economic growth is usually seen as positive, and “[…] officials would much rather cut ribbons than budgets.”
