Zusammenfassung

Die Entstehungsgeschichte moderner Wohlfahrtsstaaten ist in einer Fülle von sozialhistorischen und sozialpolitischen Studien dokumentiert. Während die meisten dieser Studien den Fokus auf die jeweils maßgeblichen Interpretationen der „sozialen Frage“, die in Betracht gezogenen und schließlich gewählten sozialpolitischen Instrumente sowie deren Praktikabilität, Akzeptanz und Verteilungseffekte richten, werden in einer kleinen Teilmenge von Untersuchungen auch die Prozesse der Politikentwicklung und der politischen Entscheidungsproduktion beleuchtet. Die berichteten Befunde sind durchaus geeignet, als Material für Sekundäranalysen der Entscheidungsprozesse und strategischen Interaktionen zu dienen.
