Zusammenfassung

Politische Umbruchssituationen zum Beispiel nach der Beilegung eines gewaltsam ausgetragenen gesamtgesellschaftlichen Konflikts bringen erhebliche Unsicherheiten mit sich. Die politischen Rahmenbedingungen werden zwar supralokal – regional, national oder international – verhandelt, ihre Veränderungswirkung ist allerdings auch für lokale politische Prozesse enorm. In der Zeit direkt nach dem Abschluss eines Friedensabkommens herrscht zumeist Hochstimmung aufgrund des „gelösten“ Konflikts, große Hoffnungen an die neue Situation entstehen: Neue ökonomische Möglichkeiten und eine Verbesserung der Lebensqualität – die so genannte Friedensdividende – werden erwartet, es ist von Versöhnung und historischen Veränderungen die Rede.
