Zusammenfassung
In den Vereinigten Staaten waren 1973 ein Fünftel aller Geburten (13,9 Mill.) von Müttern im Alter von 15–44 Jahren unerwünscht zum Zeitpunkt der Empfängnis (22). Es überrascht deshalb nicht, daß 18,5 Mill, verheiratete amerikanische Frauen eine der reversiblen oder irreversiblen Kontrazeptionsmethoden anwenden (23), und daß eine zusätzliche Million Frauen legale Schwangerschaftsunterbrechungen zur Verhinderung einer unerwünschten Geburt vornehmen lassen (7). Die Family Planning Evaluation Division (FPED) des United States Center for Disease Control (CDC) ist bestrebt, die Wirkung von Familienplanungsprogrammen zu evaluieren, die Effektivität von Techniken zur Geburtenkontrolle einzuschätzen und die Sicherheit (Nebenwirkungsfreiheit) dieser Maßnahmen der Fertilitätskontrolle zu bestimmen. Deshalb entfaltet das CDC Aktivitäten im öffentlichen Gesundheitswesen unter folgender Zielsetzung:

Es soll sichergestellt werden, daß jede Schwangerschaft zur Geburt eines erwünschten Kindes führt

2.
Tod als Folge von Schwangerschaftsunterbrechung soll verhindert und Morbidität als Folge von Schwangerschaftsunterbrechung soll unter Kontrolle gehalten werden

3.
Tod als Folge von Kontrazeption oder Sterilisation soll verhindert und Morbidität aus diesen Ursachen soll kontrolliert werden.
