Abstract

As already described in Chap. 2, the Environmental Protection Agency (EPA) summarized its position in 1977 on unregulated components, requiring the following additional efforts from the automotive industry:

Directive of the EPA for limiting the unregulated components: Vehicle manufacturers must prove in accordance to the “polluter pays principle” that exhaust gas purification systems or design elements, which are built into vehicles or engines to decrease exhaust emissions, do not threaten public health, welfare, and safety. In order to do this, it is particularly necessary to ascertain whether and to what extent the use of any device, system or element of design causes, increases, reduces or eliminates emissions of any unregulated pollutants.
